The Chuo Wharf has Domestic and International Ferry Terminals. The services to Rishiri & Rebun islands and services to Korsakov on Sakhalin, Russia depart from here. The Wharf is located near of the City Centre.

There are cafe and restaurants in the Domestic terminal. In particular the cafe opens in early morning and it is populer. Passengers to Rishiri island or Rebun island and some passengers to Korsakov take a cup of coffee before the departure... Herat Land Ferry has their Wakkanai Branch in the building of Domestic terminal. You can ask about the ferry service to the company's staff.
